Mr. Bhaskar Chatterjee is an IAS officer of 1975 batch (Orissa Cadre).
Mr. Chatterjee has a brilliant academic record. He graduated from Hindu College, Delhi and did his Post-graduation in History from St. Stephens College, Delhi University, M.Phil from Indian Institute of Public Administration and MBA from AIMA.
Mr. Chatterjee has held several important positions in various capacities. Before joining as Secretary, DPE, he was Principal Adviser in Planning Commission, where he was deeply involved not only with a number of micro and macro economic measures but was also a part of the team responsible for shaping India’s response to the global economic crisis. As on Additional Secretary, Ministry of Rural Development, he was associated with the complete overhaul of the National Rehabilitation and Resettlement Policy of India. Earlier, he functioned as a Principal Secretary, Steel and Mines, Government of Orissa, Member Secretary, Indian Council of Social Science Research, Ministry of HRD, GoI, Joint Secretary, Ministry of HRD and DG, National Literacy Mission, New Delhi. He also made significant contribution to the textile and sugar industry and earned an enviable reputation as a turnaround specialist.
Mr. Chatterjee is a well-known management practitioner, theorist and teacher. He has written prolifically on the issues of motivation and team building and enlivened many a class room and seminar hall. He has authored books on ‘Japanese Management – Maruti and the Indian Experience’ and ‘Human Resource Management – A Contemporary Text’. He also presented several papers and has many special publications to his credit.
Mr. Chatterjee’s outstanding works earned him several commendations and honours. He was conferred NOMA UNESCO Award for Stewardship of the National Literacy Mission, 1999 and Silver Medal for outstanding zeal and high quality of service rendered during 1981 Census of India by Hon’ble President of India.
